Farmers to benefit from £100m fund in renewable energy

Farmers in the UK will now be able to access a new £100 million fund to support the costs of installing large-scale renewable energy systems.


Barclays, with the help of the National Farmers Union (NFU), will provide loans to fund new solar panels, wind turbines and hydro electricity on farmland.

According to figures compiled by the bank, 37 per cent of farmers plan to invest in renewable energy, many of whom will be installing renewables in the next year, with the hope to generate returns of around £25,000 a year through the feed-in tariff (FIT).

However, the move also comes at a time when the government reduces the payment level that farmers can get through FITs, so the loan could be an additional incentive and help to reach the UK's renewable energy targets.

"The opportunities for farmers to produce renewable energy thereby helping to decarbonise the economy and contribute to the UK's long-term energy security are there for all to see," commented Meurig Raymond, NFU deputy president.

"Given the significant up-front costs of renewables technologies, commercial lending is essential to unlocking these opportunities."

Salford University's Energy House

Do we need all of our mains sockets on 240 volts? Can warmth be psychologically affected by the colour of wall paint, and are UPVc windows better than wood?

These are the types of questions Salford University is aiming to answer as it looks to trial new energy efficient technologies in a terrace house built inside a laboratory.

The university has built a 1920s Victorian-style two-up, two-down – thought to represent around 20% of the UK’s housing stock – to test new energy efficient technologies and the behavior of occupants.

The Energy House is a response to the UK’s retrofit challenge. According to statistics released by Communities and Local Government, around 70% of the country's residential property will still be inhabited in 2050 and 91% of all UK homes would benefit substantially from improvements in energy efficiency. Improved insulation and boiler upgrades alone could see heating emissions reduced by 22%.

Despite social housing being seen as a key area to ramp up retrofit activity, the university recently revealed that 50% of Registered Housing Providers do not yet have a retrofit plan.

However, the policy tide is turning, with the Government wanting to leap from the bottom to the top of the European efficiency league. Energy minister Greg Barker, who attended the two-day conference, says that local authorities and housing associations will play a key part in its flagship Green Deal, which will allow tenants and homeowners to pay for energy-efficient improvements through the savings on their energy bills.

Temperature control

Inside the laboratory the university can even change the weather – wind, rain, snow, not the sun, which it will use UV lights to simulate – with temperatures in the environmental chamber able to drop to as low as -6 degrees.

Rain and wind can also hit the house at different speeds, as researchers say that brick’s performance is affected by different conditions. Solar panels will also be fitted on to the tiled roof.

Inspecting the house at its official unveiling at the end of January at the University of Salford Retrofit conference is quite something. All the materials – from the brick to the slate have been reclaimed – except the timbers inside.

Lime mortar has been used to set the familiar red brick, the doors – front and back – don’t shut properly and have gaps exposing drafts, as do the rickety single-glazed sash windows. There are no curtains and the house has no insulation.

“In short,” says energy hub manager Steve Waterworth, “the house is leaking energy.

“We wanted to construct the house as it would have been then and leave it in its rawest form,” he says, “so we can see how it behaves and where the energy goes. We’ll be monitoring temperature, pressure, air flow and humidity and will be producing 3D image maps of each room to see where everything is going.”

The house represents the stock that is the hardest to treat – i.e. no cavity walls with which to pack with insulation.

The university has even built half a house next door so they can monitor the heat output through the party wall. Researchers want to know if tenants have got their heating on high whether they are heating the living room next door.

As well as trialing the relationship between different products and controls within and outside the house, such as double glazed windows, internal/external cladding and insulation, a key part of the analysis and modeling will be the behavior of occupants.

Psychologists will work alongside physicists to study how people use energy. “Hands up who recycled something this week,” asks Mr Waterworth, who turns to delegates on the guided tour? A spate of hands shoot up behind me. “Who’s saved energy this week?” Everybody looks at each with no hands raised. And here in lies one of the challenges. “Ten years ago nobody recycled,” says Waterworth. Now, everybody does. How can we make that work for reducing energy in the home?”

He adds psychologists will also evaluate behaviour in the home. “How would you feel looking at a thermometer giving a warm reading in a cold room? Warm or cold,” asks Mr Waterworth? He says some of the products being trialled include taps that reduce the water pressure, a Dulux reflective paint on the walls, allowing the wattage of light bulbs in the room to be reduced, as light would reflect off the paint. Other products include environmental controls supplier Dyer’s ‘Solis’ system, which controls windows wirelessly using solar power.

The research team intends to trial a number of different types of occupants in the house for around 12 hours at a time, from families to students, single occupants to couples.

Currently, there is a gas boiler in the house but the heating can and will change, depending on what the team wishes to test. Water, electricity and gas will all be monitored as researchers believe that a lot of heat is being lost in the home through hot water.

Green Deal

After a tour of the house Energy minister Greg Barker and I sit in the living room of the terrace to discuss the role of housing associations and tenants in the green deal.

The minister said the “sky is the limit” for housing associations and local authorities to become Green Deal providers themselves – accessing private finance and carrying out the work for tenants – or to form partnerships with utility companies to deliver a roll out.

“Some could not only retrofit their own stock but could provide it to the private rented sector,” he told 24housing magazine. “Housing associations have already taken good steps in bringing their stock up to a decent standard, but we need to get them to go further. The Green Deal will provide them with the finance to do that.”

He also alleviated concerns by those who have pointed out that social tenants often fall out of the Green Deal’s golden rule, i.e. the savings created by the energy efficiency measures have to be greater than the cost of paying for the retrofit over 25 years. This is because such tenants could be classed as fuel poor and won’t be using much energy in the first place.

Mr Barker said: “There will be many homes that won’t be covered by a ‘Pay as you Save model’ e.g. those that are fuel poor, because you can’t make savings on your energy bill if you’re not actually using much in the first place. We recognise that, so in addition to the Green Deal, there will also be an ongoing new energy obligation on utility companies which we believe will be worth well in excess of £1bn per annum and will be rolled out over a decade.”

He also indicated that the Government’s Renewable Heat Incentive, which was crucially spared the axe in last year’s spending review, could be used alongside the Green Deal to improve a home’s energy efficiency.

He said: “We are looking at ways when someone has had a Green Deal review of their home, it lists the measures they are able to do. It should also include the opportunities for renewable heat and microgeneration. What we don't want is to put microgeneration or renewable heat technologies into leaky homes. Making your home heat tight first really ought to be the prerequisite before you then go on to the more microgeneration.”

The entire facility at Salford has been geared up to allow the university to knock down the terrace and start again by building another style of property for testing. But for the next three years, we can expect the publication of vital research, says Professor Martin Hall, the university’s vice chancellor. “This project is exciting because retrofitting old properties to make them as carbon-efficient as possible will require detailed and robust research,” he says.

“If there is to be a step change in the UK to achieve our carbon emission reduction targets, it is essential decision-makers have sound evidence to ensure products are tested before being tried out in real homes.”

Is it time to generate your own domestic power?

Will the government's feed in tariff scheme which guarantees a rate of payment for renewable energy sold back to the grid tempt you to install your own solar panels or wind turbine? Here are some thoughts from members of the public:

It would appear that now is possibly the best time ever to consider installing some form of domestic microgeneration, be it solar photovoltaic panels for electricity, solar thermal energy for hot water or even wind turbines in some circumstances.

Economically speaking? Yes. There has never been a better time, and there will probably never be a better time in the next couple of decades, to make a profit from domestic micro-renewables in the UK.

We believe microgeneration has the potential to deliver significant amounts of energy, helping increase the UK's energy security, reduce its carbon emissions and, importantly, to influence consumer behaviour surrounding energy use. We've found that if you are generating your own power you tend to be far more careful about how you use it.

So far the uptake of microgeneration technology has been low in the UK compared with, say, Germany. Our research shows that this is due to several barriers: economics, planning, access to good information and consumer confidence. The introduction of feed in tariffs 'FiTs' certainly make the economics of microgeneration far more attractive, particularly with interest rates currently so low in the UK.

However we'd always recommend that before you invest in microgeneration technology you first address the energy efficiency of your property. It's also important to make sure you choose the right technology for it to be effective - there's no point installing a wind turbine unless you live somewhere windy (which rules out most urban locations) and the best results for solar pv are south-facing roofs.

Micro-generation isn't silver bullet to fight climate change, but it is a step in the right direction. More importantly, it is about taking responsibility for your own actions.

It is all to easy to flick a switch, and power arrives. If you generate your own, it is amazing how frugal you can be in your energy use. Even if it is renewable.

However, I work on a more important principle. The Government admits that power cuts are coming, and fuel prices are set to rocket. Given the winter we have just had, I think it could actually be about having a modicum of heat whilst the rest of the country shivers.

Currently around 100,000 people in the UK generate their own power - around 90% through solar thermal. If the government's target of 750,000 is to be reached, however, we think it'll take more than feed-in tariff, they'll also need to look at removing some of the other obstacles, especially planning.

Greening Britain's Energy Supply

A fortnight ago Ed Miliband, the Climate Secretary, confirmed generous payments for home solar panel and wind turbine systems.

This scheme could transform Britain's poor record on renewable power. At present only 5 per cent of UK power comes from renewable sources, while 2 per cent of energy customers are on "green" tariffs. So will this initiative lead to low-carbon power for the people – and what's in it for you?

First, don't bother generating your own electricity or buying a "green" tariff until you have stopped energy leaking from your home; it's like pumping fuel into a car without fixing a hole in the petrol tank. Put plastic strips round draughty windows and reflective paper behind radiators, lag lofts to 27centimetres and fit eco-lightbulbs in every socket.

From April, a "Feed in Tariff" will guarantee payments to homes with solar panels and other micro-generation. A "well-sited" 2.5kWh PV solar scheme, the Department for Energy & Climate Change (DECC) says, should earn £900 a year and £140 in energy savings. And the financial case for going solar may improve if, as expected, banks offer renewable power loans later this year.

Employment in Renewable Energy Sector Could Rise to 500,000!

Energy minister David Kidney has claimed that the Renewable Energy Strategy, combined with a growing market for renewable energy globally, could increase UK employment in the renewables sector by up to a further 500,000 people by 2020.

The statement was made in the House of Commons earlier this month when Mr Kidney was asked to provide details of how many people have been employed in the renewable sector since 2003 and what recent assessment he has made of the potential for the creation of new jobs.

Mr Kidney replied that although there will be some displacement as the UK restructures its economy, the Renewable Energy Strategy would create significant job opportunities. He estimated that in 2007/08 up to 390,000 people were employed in the sector and that this could increase by up to a further 500,000 people by 2020.

New plan gives solar power to the people!

Government launches scheme to light a fire under microgenerators, and help them save – and make – money.

Short-term, the prospects for home-energy prices are looking brighter – British Gas has just reduced tariffs by 7 per cent and the other big suppliers are likely to follow. However, Ofgem, the regulator, is warning that down the line we could see our bills rise by 25 per cent over the next 10 years, and even that energy supplies could become scarce. But just as news came in that energy prices are set to rise dramatically, homeowners were offered hope with the launch of a new government incentive.

Hoping to encourage a movement towards renewable energy, the Government has finalised details of its feed-in tariffs, which reward people who produce their own energy by investing in technology such as solar panels and small wind turbines.

"This new scheme is a fantastic opportunity for householders to make money, cut fuel bills and play their part in slashing carbon-dioxide emissions," says Dave Timms, green homes campaigner for eco-action group Friends of the Earth. "Developing the UK's massive small-scale renewable energy potential will help to tackle climate change, create new green jobs and industries, and increase our energy security."

From 1 April, any household generating its own energy will be rewarded with tax-free payments. The cashback levels will depend on the technology used, with solar panels attracting the most generous payments. Further payments will be awarded to householders directing any energy they don't need back to the National Grid.

The type of technology used will depend on the property type. So a solar photovoltaic (PV) system needs a south-facing, preferably sloping, roof. In England and Scotland, planning permission is not usually required, although there are some restrictions in terms of size, and exceptions apply for any listed buildings, and properties near a conservation area, national park or Area of Outstanding Natural Beauty. In Wales and Northern Ireland, householders must consult their local authorities about planning permission.

With the new tariffs, the potential returns that this type of technology can reap are impressive. A typical domestic solar system of 12 panels, for example, will generate £1,048 in savings and income a year.

Overall, householders can expect a pay-back of between 5 and 8 per cent a year, so the move will go some way to alleviate the high initial costs. The Government has also confirmed that tariffs will be paid for up to 25 years, and, as the tariffs are linked to inflation, the real rate of return could end up as high as 10 per cent.

Anyone who has had an installation commissioned since July 2009, when the policy was first announced, will be able to apply for the scheme. The incentives are also open to businesses, communities, farmers, schools and hospitals, although the payments vary.

Ed Miliband, the Secretary of State for Energy and Climate Change, has said that over the next decade he predicts that one in 10 homes will have installed renewable power. These tariffs are going to generate rates of return that will beat high-street savings accounts by a mile, at the same time as they save carbon and generate jobs in a new fast growing, British industry.

Energy bills set to reach £2,000 a year!

Energy bills will skyrocket to unaffordable levels by 2015 unless the Government acts now, says a new report.

The Government may soon be completely in charge of the energy market in the UK, with far reaching changes needed to prevent energy bills skyrocketing to £2,000 a year, energy watchdog Ofgem has warned.

The regulator has concluded its Project Discovery report, with some shocking findings. Chief among them is the suggestion that unless the infrastructure behind the energy market is completely revamped, we will face energy costs spiralling out of control.

For many of us, gas and electricity will be simply unaffordable - and that could mean the lights going out across the country.

Nab a Feed-in Tariff:

This week, the Government finally unveiled its plans for feed-in tariffs (FiTs), and they should definitely be on your radar if you want to keep your energy expenditure as low as possible, over the long-term.

Basically, homeowners will be paid for generating their own power, through measures like rooftop windmills and solar panels.

And doing so could prove pretty lucrative - according to the Department for Energy and Climate Change, fitting a typical 2.5kW well sited solar photovoltaic (PV) installation could see the homeowner handed up to £900, as well as savings on their electricity bill.

In fact, any surplus energy created can then be sold on to the National Grid, earning you even more cash!

What is a Feed in Tariff (FiT)?

WHAT’S ALL THE FUSS ABOUT GETTING FiTs IN THE NEW YEAR?:

The UK Government is to support a new era of small-scale renewable electricity with the announcement on Monday 01.02.2010 of the final structure of Feed-in Tariffs (FiTs) for small-scale generators.

FiTs are a per-unit support payment (p/kWh) for electricity generation and are already widely in operation in other EU Member States to support renewables.

The Government claims the introduction of FiTs on April 1 2010 will signify a major departure from how small low-carbon generators in the UK are currently rewarded.

The new FiT scheme, to be unveiled on Monday morning by Energy Minister Ed Miliband is designed to “provide the right level of simplicity” to encourage non-energy professionals to invest in small-scale generation.

It will provide non-taxable, cash-linked incentives to encourage those generators to consume the electricity they generate and become more energy efficient while they do so.

The scheme will operate on two levels and allows fixed payment from the electricity supplier for every kilowatt hour (kWh) generated, known as the “generation tariff”.

Another payment will be made additional to the generation tariff for every kWh exported to the wider energy market, to be called the “export tariff”.

The renewable technologies that will qualify for FITs payments are anaerobic digestion, biomass, hydro, Photovoltaic (PV) solar panels and wind.

Only small-scale generators with a capacity of up to 5 megawatt can be considered for inclusion and both the installer and the equipment must be accredited by the Microgeneration Certification Scheme (MCS).

According to the proposals, generators will be guaranteed a market for their exports at a long-term guaranteed price. The generator may choose whether to sell exported electricity to the supplier at this guaranteed export tariff, or negotiate a price for exported electricity in the open market.

In addition, generators will benefit because they will have the opportunity to use that electricity on-site to offset some or all of the electricity they would otherwise have had to buy.

He will also reveal details of a renewable heat scheme (RHI), which will be launched following a similar FiT-style consultation next year. Reference 'Click Green' 31.01.2010
